International Day of the Disappeared was established by the Latin American Federation of Associations for Relatives of Detained-Disappeared (FEDEFAM) in the early 1980s to draw attention to the issue of enforced disappearances around the world.
The day was initially observed primarily in Latin American countries to commemorate the victims of state-sponsored enforced disappearances. On December 21, 2010, the United Nations General Assembly formally recognized the day through Resolution A/RES/65/209 and declared August 30 as the International Day of the Victims of Enforced Disappearances, calling for its universal observance.
International Day of the Disappeared aims to:
1. Raise awareness: The day seeks to raise awareness of enforced disappearances, which are considered a crime against humanity under international law. Enforced disappearances involve the abduction or arrest of an individual by state or non-state actors, followed by a refusal to acknowledge the person’s whereabouts or fate.
2. Support affected families: The day provides an opportunity to support the families of the disappeared, who often face emotional, social, and financial hardships as they search for their loved ones and seek justice.
3. Advocate for accountability: International Day of the Disappeared calls for governments to take action to prevent enforced disappearances, investigate cases, hold perpetrators accountable, and provide reparations to victims and their families.
4. Promote human rights: The day emphasizes the importance of upholding human rights, including the right to life, liberty, and security, as well as the prohibition of torture and other cruel, inhuman, or degrading treatment or punishment.
5. Encourage ratification of international instruments: The day promotes the ratification and implementation of the International Convention for the Protection of All Persons from Enforced Disappearance, which was adopted by the United Nations General Assembly in 2006.
On International Day of the Disappeared, various events, vigils, and awareness campaigns are organized worldwide to shed light on the issue of enforced disappearances, support affected families, and call for an end to this grave violation of human rights. The day serves as a reminder of the ongoing struggle for truth, justice, and reparations for the victims of enforced disappearances and their families.
