International Homeless Animals Day (IHAD) was established in 1992 by the International Society for Animal Rights (ISAR), a non-profit organization dedicated to promoting animal welfare and rights.

The day was created to raise awareness about the plight of homeless animals, particularly dogs and cats, and the growing issue of pet overpopulation. The first International Homeless Animals Day was observed on August 16, 1992, and has since been commemorated annually on the third Saturday of August.
